Spying powers; What is the law in relation to abuse of these powers and who has been charged so far?

Seems to me this issue is not being addressed properly. TPTB say we need these powers but they dont say what the deterents for abuse of these powers is and it would be oh so easy to spy on people for nonterrorists activities.
