I was looking at this intently with regards to Ray Mabus just being appointed as the "Gulf Czar" to manage cleanup operations. Ray Mabus is already the Sescretary of the Navy.

Many Nosty scholars have interpreted the word "rout" over time to mean "destruction" and have used it to tie in numerous scenarios in the past.

The word "rout" basically means "riot"

and also has the implications of a "company of soldiers" and things "getting out of hand".

I propose that somewhere during this gulf ordeal, somewhere Ray Mabus is making a speech concerning the cleanup efforts and some very disgruntled person takes matters into to their own hands and a riot breaks out after MABUS is assassinated.

The troops are called in and the scenes of chaos that show up on TV are described as "people acting like animals".

The above description is very plausible and would accurately satisfy C2, Q62.
