10 km is an ESTIMATE designation and that is even explained someplace on USGS.  It is use for shallow quakes on underminded exact depth.  HAARP cannot be used to cause quakes, this is a huge lie put out by thugs to keep YOU from accepting this is earth changes.  Haarp is only a weak ionosphere heater.  All the haarps they are for weather management and there is experimnetal use which has been successful to cause weather war.  But there are other technologies to drive the jet stream far more powerful if you want to do serious weather war.  Like plasma beams from man made hovercraft, even a helicopter can be used.
