They are such because they were granted a "permit" to do business so therefore the state sees them as their own to do with as they see fit, to tax, to promote or destroy as it chooses. Of course a person or business can choose NOT to get a permit and do business without it, but then if the state learns of it the business will be destroyed and the owner will be put in jail. So you give the state your compliance to rule over you and your affairs, or you can choose not to. If you choose the latter then you will be destroyed.
