If the quake was not quite as bad as was "hoped for" by the assailants, it might not do the damage he had "heard" would occur. I'm not thinking this person is high up on the insider food chain, and assumes he only gets scraps of information. In other words, he could be sharing valid information and not be privy to the whole enchilada. BTW, a quake in the "middle of the land" can send seismic shock waves for hundreds of miles. Moreover, if the OP gave exact coordinates, some law enforcement might be knocking on his door the next day. So. He stated Asia would be affected near the Philippines.
