It would seem counter productive to allow someone whose loyalty is split between two separate countries to make decisions for the course of either.
How would they avoid a conflict of interest?
Or would decisions have to be beneficial to both countries to merit support?
If a person is not 100% loyal to a country, why should they be allowed to run it?
