He is, how do you say, "slow" .
he is a janitor or the likes where TPTB meet and they feel comfortable speaking in his presence because they underestimate his intelligence.

They talk amongst themselves, and he is the fly on the wall.

Or he is foreign and just has a hard time spelling. But his posts cone with an American tag under his name.
