Why don't they move the shootout penalty kick farther back in fairness to goalies ?

I'm not a huge football (soccer) fan but have always wondered why they don't move the penalty kickers farther back for the end of overtime shootouts.
Currently the average of made kicks hovers around 80% depending on the league, etc. so why not give the goalies an equal shot at deflecting the kicks by moving the kickers back some ?
I'm tired of seeing these poor goalies lunge the wrong way most of the time, and I'm sure it's humiliating to them as well.
