If a tack strip was deployed the people would have been pulled from the vehicle long before the window was broke out. Truth is if you have commited no crime you can not be compelled to exit your home or vehicle and considering he asked for a supervisor to come out (which was ignored by the cops) he was willing to comply but only once a superior was present. This happened in my city on the 24th of September. A couple in a car,with 2 children in the back seat, were stopped by the police for a seatbelt violation. The woman, who was the driver, wasn't wearing a seatbelt, but everyone else in the car was wearing theirs.
Here is the link for the story, and for the vid. One of the kids in the back seat of the car recorded it all. The people are suing.
