Original Message The U.S.-led coalition against the Islamic State in Iraq and Syria has "strategic momentum although [ISIS] has tactical momentum on several fronts" ...stark assessment came after President Obama and top military leaders from the U.S. and 21 other nations met near Washington, D.C., to discuss the campaign against the terrorist group.

The meeting was part of a series of meetings to achieve "deeper consensus on the nature of the threat posed by ISIS, integration of the air and ground campaigns, and the resources required," the official said.

Countries participating included Western countries Australia, Belgium, Canada, Denmark, France, Germany, Italy, the Netherlands, New Zealand, Spain and the United Kingdom; and Middle Eastern partners Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Qatar, Saudi Arabia, Turkey and the United Arab Emirates.

The official made the remarks as ISIS has made gains in the northern Syria town of Kobani and western Iraqi province of Anbar in recent weeks, challenging the U.S. narrative that its strategy of employing airstrikes and training local forces is succeeding against the terrorist group.

"The participating leaders acknowledge that although the military dimension of the campaign, alone, will not be decisive, the coalition's military effort will contribute to overall success," the official said in a statement.
