Background:

V4 countries (Czech Rep., Poland, Slovakia, Hungary) + Macedonia and Bulgaria have met Monday to discuss sealing off Balkan route for migrants. They gave Greece and Turkey max. a month to lower influx of migrants. Austria is positive to sealing off route as Plan B for EU.

German Chancellor Angela Merkel has warned 14th February against plans for a “reserve border system” devised by the Visegrad Four. She trusts Turkey to help EU and want make a deal.

Turkey PM will not atttend this summit because yesterday's attack in Ankara. Austria has since cancelled the mini-summit (on the refugee situation in Europe & Turkey), which was due to be attended by European leaders from Belgium, France, Finland, Greece, Germany, Luxembourg, Netherlands, Slovenia and Sweden. Leaders arrivals expected late afternoon CET, followed by first session on a new settlement for the UK, working dinner scheduled at 20:00 followed by press conference. Main discussion is expected tomorrow.

At official Indicative programme there is no mention about working session on migration issue yet.
