Not everything that happens is a false flag.

On the other end, not every false flag has actors. In fact, False flags can have two parties in combat instigated by a contrived purpose that never comes to light. All parties may actually be fighting and think its real, because it is. They were provoked into it.

In between, false flags cover the entire spectrum.

You don't need actors or fake explosions for a false flag. Please read, you sound stupid. Its far too easy to have a real explosion and carnage than cover up for actors.
