Original Message Iran said on Thursday that Russia has asked for Tehran's payment for its Bushehr nuclear power plant before the time is due, the semi-official Fars news agency reported.

In order to continue the construction of the Bushehr plant, Russia "demands for the money resources before its time is due," Iran's chief nuclear negotiator Ali Larijani was quoted as saying.

While much of the world's attention is on the opening of the Iraqi security conference, Tehran has other issues on its mind. High on the list is the timely delivery of nuclear fuel to the Bushehr nuclear power plant. The Russians are dragging their feet, claiming that they haven't been paid. Tehran suspects other motives.

Russia is demanding early payment while stalling on delivering fuel. Pissing off the Iranians (imo) wouldn't serve much purpose but delaying the launch of Bushehr certainly would if Israel is serious about surgical strikes.
