Worked for Lockheed Martin which means he would have been acquainted with govt personnel and contractors. Could have been easily lured to a hotel room, whereupon he was murdered and set up as a (dead) patsy for a black ops/deep state mass shooting. At the same time, other black ops team members enter Paddock's home and plant a small arsenal for LVPD to find. Mission accomplished, Paddock framed.
The man fit no profile for someone who would have done this. He was wealthy (probably great retirement package from Lockheed), according to his brother. Well traveled, liked cruises, casinos, built a nice new home in a NV town known for recreation, owned property in Florida, had a GF who was also well traveled and is all about enjoying life.
Paddock is a victim, not a perpetrator. Just as with 9/11, there are a shitload of govt & private contractors who have a stake in an increased national security state from which they stand to make a fortune. That a country music festival was chosen indicates the people behind this think they'll get support from that (flag waiving, patriotic, military supporting) demographic for a bigger national security state.
This would not even have been a difficult or complicated operation to execute. The hardest part would have been the shooters getting away quickly - something at which they would be experienced experts.
