Original Message So let's say it's sub zero temperature and suddenly your power goes out! And possibly it's out for days or longer!
And for worst case scenerio lets add:
you got no tap water (because the pumps dont work),
no household LPG (because the pumps dont work),
Shops close as the tills don't work,
A curfew is introduced to reduce theft

What can Average Joe do to prepare for this on a budget?

The obvious is:
water storage and purification,
food storage,
Blankets,
A woodburning stove,
hunting gear,
solar panel and battery,
toilet paper (never under-estimate)
wind up radio/torch
