If it was a normal democratic country, no senator would be so humble and condescending with ordinary police thugs, but woud have refused those orders of the police to leave the facility. And should they have arrested him, the next day, the government would have raided that shithole and put its entire management straight into custody and under investigation together with the police officers (and their superiors) arresting a senator.
