If this were a SPY novel, the next chapter would be the president falls temporarily "ill" from some kind of poison. The implication would be of course.....
The president recovers in a few days but the framing of RR has accomplished all the goals.
Spy novels teach us a way of thinking that GLP folks are born with!
This is pure fiction of course but I'll bet stuff like this does happen now and then
