I've never heard it used in that context till this event.

Usually you will hear the suspect, the perpetrator, the shooter or alleged shooter etc.

I will add that i searched Police terminology and did find that "Accessory"  is someone who is not the chief actor in a crime.

Just found it interesting that of all the events i've followed over the years on GLP this is the first time i've seen the use of this police terminology although i admit i may have missed it previously.

You missed it because it has been used multiple times. An accessory to a crime is someone other than the main actor, someone who maybe hides or gets rid of a weapon. Perhaps someone that drives the main actor or perp to the scene where the crime is then committed. This crap just kills me, y'all are trying way too hard to make something into make believe when you already are in a make believe world of your own. A staging area is where the bulk of the response is set up not a stage area as in a fake Hollywood production. Come on, guys use common sense
