So here's my view, what about the 28% who did not vote, in my opinion, part of this 28% did not bother to vote because they thought that the leave support was not there, so why vote. All the leave supporters voted, but I would wager that a fair percentage of that 28% would have voted to stay if they has realised the end result was to leave.
