OLD TESTAMENT PROPHECY
Joe 2:28 KJV And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:
NEW TESTAMENT FULFILLMENT
Act 2:16-18 KJV But this is that which was spoken by the prophet Joel; And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams; And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:
God said He will pour out His Spirit on all flesh. 'All flesh' means God will pour out His Spirit on every person that repents and seek Him of every nation and nationality of the world.
In the OT, the Spirit was only ministered to the nation Israel through the Priests, Judges, Kings, and Prophets. Since the outpouring of the Spirit, the Holy Ghost is available to every person on the face of the earth. The gift of salvation with the infilling of the Spirit is free to all who will receive.
Rev 22:17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.
