[/quote] There are plenty of shitty people, and many of those shitty people are kept in line because of the illusion that there will be consequences for their actions. If you take away the fear of prison by not prosecuting people in public cases like these, then you shatter that illusion and more of them will just do whatever they want. It may not be feasible to imprison millions, but we don't need to. We only need to catch a few and throw the books at them. When the other shitty people see public examples of people being caught and imprisoned for that kind of behavior, they think twice about engaging in those behaviors due to their own self-interests. Keep in mind that people with compromised immune systems come to a doctors office. There's an expectation that some of that "medical use only" stuff is sterile for those people.
