Real story is mental healthcare is totally infiltrate by private citizens using small private firms STEALING money from the healthcare systems, adding to 'the confused' and having everyone blame it at the government.

Nobody pays attention to the private companies who infiltrate the systems of government. Besides these people advise eachother on tax evasion and dirty tricks. It's rampant!
