What it does is give the feds enough 'authority' to stop using foreign equipment or parts to fix or update or otherwise install on the grid because--- every foreign country that makes parts for electrical equipment is an "untrustworthy source". He's protecting us. Why do you always have to 'push fear' over issues that have TWO SIDES??!! If you have not noticed, U.S. manufacturing is not done here anymore, it's produced outside our own country. Would you trust foreign labor and equipment including parts to our grid????? Because it seems to me the 'new normal' is STOP TRUSTING FOREIGNERS. We saw what CHI-NAH did to us with medical supplies. While we are all distracted with the virus, Trump quietly passed an executive order essentially protecting our electrical grid. The language in the order specifically states foreign equipment is a threat to national security.
