There is currently a Senate Bill (350) that will do just that, already there, just needs passed, and they could do this in as little as a week if they wanted to.

Seeing its for covid relief purposes, Id assume it would be done ASAP, as PA is losing out of the $500,000,000 windfall potential annually.
