Today during a signing ceremony, individuals can be seen casually strolling on the grounds behind Biden as he signs his bill.

At about 20 seconds in, two people appear walking on White House grounds behind the window in front of which Kamala stands. The first person appears to be perhaps an elderly woman with a hat, wearing a pink shirt. They are walking from left to right on screen.

At 1:10, you can see the head of another person walking, this time through the window in front of which Biden sits. The head appears just above his chair and is walking in the opposite direction, from right to left.

At 1:22 another person's head can be seen behind Biden's chair, also walking from right to left.

Even if these were official White House grounds keepers, wouldn't they be told to keep off camera during an official signing event?
