There were hundreds of companies competing to make pcr tests and there was maybe one or 2 isolated viruses that the BSL-labs weren't about to let out of their site, or admit to replicating so they weren't "readily availabe" Instead these labs offered gene-specific rna and whole genome viral rna (probably on a digital file) for quick download into the test generating software of any company that was authorized to create pcr tests by the FDA.
