And also later in Romans, "25 Lest you be wise in your own sight, I do not want you to be unaware of this mystery, brothers: a partial hardening has come upon Israel, until the fullness of the Gentiles has come in." (Romans 11:25)

So now I will give you an answer. Christ has not returned due to the "fullness of the Gentiles" (the number of people who will repent and turn towards him) not being met.
Once the "fullness of the Gentiles" has been met, Israel shall turn towards Christ and be saved. Then the end will come and Christ shall reign with his bride the church forever.
Evil and rebellious spirits know that their time is short and that they will face certain judgement -- this they cannot change. However, if they can delay the fullness of the Gentiles by sowing the seeds of evil in the world so that people do not see and turn to Christ, then they prolong their own time before damnation -- self-preservation.
And knowing this, it makes it easy to understand the current chaos in this world. Once the events in Revelation start to be fulfilled regarding the beast and other events, you know time is very short -- this is the "hail Mary" (no pun intended) of the forces of darkness ... they are now out of all other options once this starts to occur.
So when you see the WEF setup the beast system, rejoice for your redemption draws nigh!
