Inward barbed wire fences mean NOTHING this is simply city code. Most cities require barbed wire fencing to face inward for safety reasons. Nothing more nothing less.
You can not have barbed wire extended beyond a property line. It is that simple.
They don't want someone walking along an easement get tangled up in a barbed wire fence.
These requirements in most cities are relatively new. Most cities are not going to require a property owner to change fencing after a code has been established unless it is a safety issue. All new construction however is required to adhere to current guidelines .
Example from Sussex City Code
Security fences may include up to
four strands of barbed wire on the top of
the fence provided that the barbed wire is
at least 8 feet above grade with the
vertical supports for the barbed wire
slanting inward away from the property
line
If you don't believe me google your local city requirements.
