1 John 3:4 - Whoever commits sin, practices lawlessness.
1 John 3:8 - He who commits sin is of the devil, for the devil sinned from the beginning. For this purpose the Son of God has been revealed, that He might destroy the works of the devil.
1 John 3:9 Whoever is born of God does not commit sin, for his seed remains in him; and he cannot sin, because he is born of God.
1 John 5: 18 - We know that whoever is born of God does not sin; but He who is fathered by God protects him, and the wicked one does not touch him.
Romans 6:22 - But now, being made free from sin, and having become slaves to God, you have the reward of holiness, and at the end, everlasting life.
Matthew 5:48 - You must be perfect, just as your Father in heaven is perfect. This was Jesus speaking.
So, it would seem that the scriptures themselves do teach us what it means to be "born again," or "born of God."
