I agree. This would be an advance for the People and for the House. They could read it aloud and then discuss what the meanings are. The bills are too complicated to expect anyone to read it and comprehend it alone, even if they are Congressmen.

FWIW, I have every single year for the past 20 years sent such a letter to my House Reps and my Senators. Ah, but I am one voice out of 650,000 for my House rep and one voice of about 1.5 Million for my Senators.
