it is the very idea of an "all volunteer" military which allows/creates the conditions required for endless war.
no draft so that Xe mercenaries can pick up the slack, earning 3x as much as those enlisted.
no draft so the rich and the famous and the fat and the comfortable can "support the troops" and discuss "strategy" from the safety of air conditioned lounges.
start the draft, end the war(s).
