Is it a crime though? Here is my meaning: If someone is about to enter your territorial waters, refuses to stop and you suspect attack, then you have the right to stop them.

But you have to be within a reasonable distance for this to count. Generally this is the stopping distance of the boat, if they tried to cut all speed and not turn. So it could be miles away and still show intent to enter that nations waters.

How far into International waters were they?

For that matter, what distance does Israel count as it's territorial waters? (I know it can vary a bit from country to country, but basically you have a right to protect whatever you have historically marked out or claimed as long as it will not interrupt international shipping lanes.)
