I'm sorry to think this but I really think they are waiting for an " act of god ", namely a hurricane to complicate the cleanup process and liability. Pay lawyers to keep everything tied up in the courts.

My brother and two other top pipe fitters for underwater broken pipes say they are going through many delays and red tape trying to get the parts ordered and sent there. They were even told they had to make sure they had all the proper papers before they could even help, so this has set them back a few days before they can even begin to help with a new plan, that they know could work. They felt they are being led around on a wild goose chase with those on top.

You may be on to something there.
There's been a great deal of debate about what insurance policies will and will not pay if the oil gets pushed up even more so onto land by a hurricane.

However, as of now...it seems the general consensus is that if your home or business is covered in oil...there is NO coverage.

Yeah, the obfuscation and ineptitude and lack of perpetrators already cooling their heels in jail bespeaks but one thing:

TPTB want this SCORCHED-OCEAN disaster. It's SCRIPTED and going ACCORDING TO PLAN.

Funny thing: BP is talking about distributing billions (with a "B") of dollars to shareholders. Want to bet they try declaring bankruptcy before all the claims are processed and the cleanup is finished?

BP has committed a crime against the US. We should be making arrests and making examples out of these monsters. Our government should seize the company and all their assets until this situation is 100% resolved.

However, I want to know why all those who are always screaming against BIG GOBMENT and who are always bragging about pulling themselves up by their bootstraps are looking to BP and the government to save them?

1. The citizens of these towns need to get together and figure out how their Local and State laws match up to the Federal Laws and they need to make citizens arrests of these BP turds for treason, if possible. I'm sure they have town lawyers that could help them with this.

2. The Sherriff's need to know if and to what degree they are forced by law to cooperate with BP and the federal government.

3. Stop fucking bitchin and moaning. Start figuring out how your going to clean this shit up yourselves and bill BP.

4. Deal with the it. It's a done deal and complaining isn't going to help. This requires men and women working together.
