Mandate from Congress ignored, National Clean Water Act of 1973

Ever wonder what is really wrong with the EPA? Congress gave a mandate that wastewater was to be cleaned at the source in 10 yrs. That means every building and house in the country. The technology was available in the late '60's. Every municipal utility wastewater plant is operating in non-compliance with a federal mandate. A company in Arizona has the patented technology and operating systems around the world, that have been tested and proven to work. The owner has been put in jail and harassed.
