Arnold Schwarzenegger has been breaking the law with impunity for the past year and a half with his non-negotiated furloughs and paycuts to State employees, even though a judge ruled the furloughs illegal. Arnie's gang of thugs appealed the ruling so they could just ignore it. The judge even ordered back pay to the workers because they were effectively locked out, so restitution should be paid by law.
