That's 300,000 people (given the US population is 3 million) And that 10% is probably heavly armed, and prepared to survive. Now to effectively "contain" a population there needs to be a 5 to 1 ratio (five troops to one resistor) so that works out to be 1.5 million troops/cops to contain 300,000 dissenters.
