The number one thing that the US could have done to curb the exportation of jobs was to implement universal, government-funded healthcare.

I know you'll bitch and moan about "socialism" and the like, but it's a known fact that companies like to outsource to countries that have it because they know they will not be on the hook for thousands of dollars per year, per employee for health insurance.
