And who puts up that money?
Those who desire to control the elected.
And they are all members of some organization, like the Masons, The Knights of Columbus, etc.
And they are all loyal to each other.
They care not for the common people.
The common people are used by them.
They are the local agents of influence.
And they in turn are beholden to higher agents of influence, as each of their organizations has a governing body.

We tried term limits to fix this shit in Washington state. The fuckers went to court and had it declared unconstitutional. It passed with a huge majority of the citizens voting to enact term limits for our congressional reps. Seems voting didn't work.
