almost constantly.

IT is also unenforceable without a secure border. 1 million illegals per year, with fake social security numbers, stolen numbers and ID's, multiple numbers for different names, same names for multiple people, fake claims of residency and phone numbers, with cell phones in the mix will make this impossible.
