I'll buy from a private owner.
Technically anyone offering a product or service is supposed to check with OFAC to verify that the person you're doing business with is not an SDN (Specially Designated National).
Garage sales, lemonade stands, even the frickin girls scouts are supposed to verify client identity ies before performing transactions. After all, if the terrorists get our thin mints, they win.
