Obama: NATO to erect missile shield for Europe


LISBON, Portugal – President Barack Obama won NATO summit agreement Friday to build a missile shield over Europe, an ambitious commitment to protect against Iranian attack while demonstrating the alliance's continuing relevance — but at the risk of further aggravating Russia.

On another major issue, Obama and the allies are expected to announce plans on Saturday to begin handing off security responsibility in Afghanistan to local forces next year and to complete the transition by the end of 2014.

That end date is three years beyond the time that Obama has said he will start withdrawing U.S. troops, and the challenge is to avoid a rush to the exits as public opinion turns more sharply against the war and Afghan President Hamid Karzai pushes for greater Afghan control.

While celebrating the missile shield decision, Obama also made a renewed pitch for Senate ratification back in the U.S. of a nuclear arms treaty with Russia, asserting that Europeans believe rejection of the deal would hurt their security and damage relations with the Russians.

Two key unanswered questions about the missile shield — will it work and can the Europeans afford it? — were put aside for the present in the interest of celebrating the agreement as a boost for NATO solidarity.

"It offers a role for all of our allies," Obama told reporters. "It responds to the threats of our times. It shows our determination to protect our citizens from the threat of ballistic missiles." He did not mention Iran by name, acceding to the wishes of NATO member Turkey, which had threatened to block the deal if its neighbor was singled out.

Under the arrangement, a limited system of U.S. anti-missile interceptors and radars already planned for Europe — to include interceptors in Romania and Poland and possibly a radar in Turkey — would be linked to expanded European-owned missile defenses. That would create a broad system that protects every NATO country against medium-range missile attack.

NATO plans to invite Russia to join the missile shield effort, although Moscow would not be given joint control. The gesture would mark a historic milestone for the alliance, created after World War II to defend Western Europe against the threat of an invasion by Soviet forces.

President Obama says Friday's approval by NATO's main decision-making body, the North Atlantic Council, will make Europe and the world more secure. "For the first time, we have agreed to develop missile defense capability that is strong enough to cover all NATO European populations, as well as the United States," he said.

NATO Secretary-General Anders Fogh Rasmussen says the system is expected to cost $273 million over the next ten years. He will ask Russia, which had originally opposed the idea of European missile defense, to cooperate on the project.

The leaders of all 28 NATO countries, meeting in the Portuguese capital, agreed Friday on a new strategic concept for the alliance. The new mission statement is intended to address new kinds of threats and challenges.

For that reason, Rasmussen is calling this one of the most important summits in NATO's 61-year history. "We will develop modern capabilities to defend against modern threats. We will reach out to partners around the globe. We will make a fresh start in our relations with Russia, with the aim of building a strategic partnership," he said.

5 Reasons Why Russia Will Never Join NATO


1. NATO requires that its members have civilian and democratic control over their armed forces.

Another reason why Russia will fiercely resist NATO’s requirement for transparency in military affairs is that it is hypersensitive about sharing its “military secrets” with NATO

2. Russia needs NATO as an “enemy,” not as an alliance partner. NATO is seen by conservative and nationalist forces that dominate the defense and security establishment as an inherently anti-Russian alliance. All the talk about NATO’s revised strategy and focus on new threats — terrorism, sea piracy, narcotics or cyberattacks — is a sham, we are told. The alliance’s real target remains Russia, just as it was during the Cold War.

3. China. If Russia ever became a NATO member, it would extend the alliance’s territory to China, which has a 4,000-kilometer border with Russia. This would upset the tripolar global security balance between NATO, Russia and China, and it would cause China — which is just as suspicious of enemy conspiracy theories as Russia is — to believe that Russia and NATO are joining forces to “contain,” or even weaken, China.

4. The Collective Security Treaty Organization. NATO membership would effectively mean the end of the CSTO, which Russia has worked so hard on since its creation in 2002 to compete with NATO for influence in the global security arena

5. Russia’s global ambitions. Most important, Russian membership in NATO would all but mean the end of Russia’s dream of restoring its former superpower status. By joining NATO, Russia would effectively become “just another large European country” on the same level as Germany, Britain or France — a “sacrilege” for the derzhavniki, or great-power nationalists, who remember when the Soviet Union was much larger and more powerful than these three countries combined.

It would also be an admission that Russia is de facto subordinate to the United States in the world’s largest and most influential security organization, which is unacceptable even to moderate members of the political and military establishment. Although the Kremlin no longer has messianic ambitions to create a Third Rome or Third International, at the very least it will want to preserve its sovereignty and independence as a regional and global power.

NATO, Russia Move Toward Cooperation

Russia is helping NATO in Afghanistan and keeping an open mind about a NATO missile-defense shield over Europe.

NATO is offering Russia "a fresh start" - and the Kremlin is interested.

Following a series of friendly meetings with U.S. President Barack Obama, Russian President Dmitry Medvedev is to address the NATO-Russia summit Saturday in Lisbon. This will be the highest-level such meeting since Russia invaded Georgia two years ago and pushed relations to rock bottom.

In Lisbon, Russia's president is expected to offer wider help to the U.S.-led war effort in Afghanistan. On the American-led missile defense shield for Europe, he is offering an open mind.

President Obama has noticed the change, saying after meeting with Russia's president Sunday in Japan, "I am glad to have him as an excellent partner on a whole range of issues."

In Moscow, Air Force Commander Alexander Zelin told Interfax after briefing foreign air force attaches, "We will continue developing our air and space defenses and tackling tasks of non-strategic and strategic air defenses. God willing, we will tackle this task jointly with NATO."

But in November 2008, President Medvedev denounced the American missile-defense plan and vowed to deploy missiles and radar-jamming equipment near Russia's border with Poland.

Much has changed since then, as Russia's economy has fallen back, and China's economy has jumped forward.
