EDWARDS, Calif. — NASA's Dryden Flight Research Center has awarded a multi-year contract to L-3 Communications Corporation's Communications Systems West of Salt Lake City for engineering, technical and product support services
in support of the center's pending operation of two Global Hawk aircraft.
The indefinite-delivery, indefinite-quantity, contract is for a five-year period with a value not to exceed $15 million. The agreement covers the period from Sept. 5, 2008 through Sept. 4, 2013.

The contract supports Dryden's planned operation of the two aircraft, their associated ground control station and related systems. L-3 Communications will be responsible for providing specialized analysis, engineering, functional tests,

I meant NASA and I also meant it when I said NSA as well. NASA's satellite collect the data and it is then stored in NSA's database.
I do not have time right at the moment to explain exactly how it works. Look up the twin paradox, Special theory of Relativity (not general) and the Lorrentz transformations. When the satellite reaches high speeds, in a sense it can "see" into the future--but only in the sense of EM waves--but its mass exists in the present which allows for government agencies a way to extract EM waves from the future.
