Doesn't dogs poop or urinate under heavy excitement or fear?

My dog once peed herself when I got home... Haven't seen her in a while, so I figured it was excitement (It's been years that it happened, so don't take it for anything doomy)


Yes, he pooped all over the place. And there is pee everywhere. I don't know what to do. I'm going to bring him in and put him in the basement right now.
