The dead birds and fish in Arkansas were a CIA field test under actual conditions. The genetically engineered weapon can target a single race or nationality of human. It can be programmed to attack black, white, Irish, Italian, Jew, etc.
It can also be programmed to attack a specific DNA or individual person. Sprayed into a crowd of thousands, it can kill only that one person it has targeted.
The recent tests, conducted near the CIA lab in Arkansas where it is being made, the weapon was sprayed into the air by a small drone, 3 feet long. Likewise the fish were sprayed by a small drone sub. The tests were to determine the distance from the release point at which the weapon will kill it's target.
