Do you know who is most insistent that "words have meaning"? The BAR ASSOCIATION. You (and Mother Jones and the SPLC hate mongers) may as well blame Black's Law.
It's a parallel legalistic world that has ensnared people in convoluted and incomprehensible jargon.

It's because they dont understand the LAWS of this alternative universe that polices, prosecutes and punishes them.
