my biggest question would be: why would they make a document that would be incriminating evidence? Its public record right? makes no sense in that regard.

If it was good evidence of anything, there would have been trials for all the coincidental drills before 911 and London 77. I think it's the same principle at play here. I wish I could debate intelligently about this but my English is limited so as soon as the thread take off, I'll let you people answer. What I find strange is the time frame for submitting bids ! Document was published on the 20th and cut off date for bids is the 26th. Now, anyone that has worked for the .gov will tell you it usually takes about 6 months to a year to approve a contract. They really must want these supplies bad for them to give a 6 day bid window ! +1
