Physical castration would never be upheld by the Supreme Court. Chemical castration might, but I doubt it somewhat. Neither stops all sexual urges anyway, so it might well not help. There's also the fact that someone who has been forcably castrated may well be very angry with society in general and do something even more drastic than sex offences.
