The combination of La Niña and high Pacific North American (PNA) oscillation levels together with low NAO/AO values has made the western US unusually mild this winter. Even so, it's normal for the West Coast to be rather mild...they don't call Washington the "Evergreen State" for nothing...

A lot of it seems to relate to the AO (Arctic Oscillation) and the NAO (North Atlantic Oscillation). When those were highly positive, it was an almost opposite pattern here in 2006-07 than this past winter. That was also an El Niño winter.
