NC has about 8-10 future prisons planned. This was probably a routine transfer to a newly opened wing/addition in another prison. When transferring a large number of prisoners, esp violent ones, the authorities do not announce it beforehand.
I was in prison and moved several times. During transport, we did not know where we were or where we were even going.
