Dude- I have worked with people in jail and prison. Prisoners are shipped around all the time- depending on where they could get better services (drug abusers, pregnant women, special needs prisoners) and just to filly spaces. If one prison is nearing capacity and another only at 70%, they are going to ship some over there. This is normal. Not a conspiracy....
